Preparation Milk Halva is traditionally prepared and served to shepherds on occasions when a shepherd is hired to graze village herds and during gatherings held to settle the shepherd’s accounts. Flour is slowly roasted with fat over a stove for an extended period. Once the flour is sufficiently roasted, full-fat milk and sugar are added. The mixture is boiled for a while until the halva reaches a consistency suitable for consumption.
